A ‘DPS’ is a procurement tool, similar to framework agreements, however suppliers can join at any time during the life of the DPS. The DPS is a two-stage process (following the Restricted Procedure), an initial stage with down selection criteria, which must be met by the suppliers to progress, and a second stage where the ‘mini competition / call off’ takes place.
A set of Statements of Requirements (SoRs) covering various training topics will be uploaded to the DPS, allowing companies to submit tenders. The contract will then be awarded to the tender that offers the best fit.
IC-ENC have two separate DPS’s in place. One for Technology and one for Training.
How does the DPS work?
Step One: Interested parties register and go through a ‘stage 1’ assessment (to establish they meet certain minimum requirements) before becoming approved suppliers.
Step Two: When stage 1 is complete a competitive tender process is conducted where each training requirement is submitted as a Statement of Requirement (SoR). This will be published individually via the DPS for approved suppliers to bid on (responses will be assessed on their technical competence, value for money etc). IC-ENC will then select the best supplier.
Step Three: Once the supplier is awarded the contract, training will be scheduled and delivered. IC-ENC will assess the entire training process (via Member feedback and reports provided to us by trainers) to ensure Member needs are being met.
