
Activity Fund
The IC-ENC Members have established the IC-ENC Activity Fund. This system collects a portion of each Member’s ENC revenue for subsequent allocation to relevant activities.
These activities will be relevant to the missions and purposes of IC-ENC Members, and IC-ENC Members need to be the clear beneficiaries. The following initial list of benefit areas has been developed to support proposals:
Activities which support IC-ENC Members’ production and maintenance of an (equivalent to S-57) national S-101 ENC folio by 2026.
Relevant upskilling in IC-ENC Members personnel (for example, in the development of ENC or S-1XX product manufacture and/or co-ordination).
International Standards and/or Product Specification development (for example, professional service support for S-1XX doctrine).
S-1XX technical infrastructure and co-ordination, testing, testbeds, trials, etc (for example, RHC co-ordination activity).
Foundational/structural and long term infrastructure improvements for IC-ENC Members (for example, process documentation, technology, consultancy) to ensure enduring gain.
Stakeholders should not be constrained by this list of 5 benefit areas. We recognise that the S-100 era is evolving and all ideas are welcomed. IC-ENC encourages stakeholders to be bold and ambitious in their thinking!
Note that IC-ENC Members do not need to be the sole beneficiaries. A useful example to illustrate this is spending money to advance the development of the key S-100 standards – this will benefit IC-ENC Members, and also benefit other stakeholders (e.g. HOs who are not IC-ENC Members, etc) who are part of our common hydrographic society.
Stakeholders are encouraged to submit a proposal for new Activities, which will then follow this format:
Proposal | A proposal template has been developed to allow stakeholders to submit requests for funding. They are required to clearly articulate the intended benefits. IC-ENC is happy to work collaboratively with stakeholders in order to develop proposals together. Indeed, this is encouraged, please email therenc@ic-enc.org to start this conversation. |
Assessment | IC-ENC Management will review and assess each proposal, making recommendation to IC-ENC Chair Team. IC-ENC Chair Team will review recommendations and approve activities based on intended benefits to IC-ENC Members. |
Deliver Activity | Activity delivered through most effective procurement route. Note, potential suppliers are invited to review the IC-ENC Dynamic Purchasing System page here for details on how to register with IC-ENC as a potential supplier. |
Review Activity | Assessment of activity and benefits achieved. |
Reporting | Operational and financial reporting to IC-ENC Steering Committee. |
Auditing | Scheme included in annual IC-ENC third party financial audit. |
